Due to the brutal winter that subjected dogs to the horrors of snow, icy conditions and sub-freezing weather, AHS saw the imperative to have ordinances to improve conditions on anti-tethering, shelter and temperature restrictions. There are municipalities that have championed this cause; however, that barely scratches the surface of the many dogs in most municipalities left chained outside in brutal weather and poor or improper shelter.
S3061 (Holzapfel) and A4628 (McGuckin, Wolfe) would solve this problem and give coverage and protection for every dog throughout the state!
